Mervyn King, governor of the Bank of England, says passing the next round of stress testing by European regulators does not mean banks are automatically safe. King says the tests should be viewed as an “assessment of vulnerability” rather than just a “pass or fail” exercise. He urged national authorities to be prepared to help recapitalize banks that do not make the grade when results are published in June.
